- ➤ Dontayous Tonard Cameron, 44, was arrested Monday by Portsmouth police in connection with the death of 51-year-old Bennie Anthony Artis Jr.—Artis was found near High Street and Cumberland Avenue with gunshot wounds on Sunday and paramedics pronounced him dead as detectives continued their investigation. - ➤ A series of live shows will take place next week in Hampton Roads — comedian Martin Lawrence will headline his tour in Norfolk at Chartway Arena on Friday at 8 p.m. while Jay Pharoah will perform in Portsmouth on Saturday at 8 p.m. Additional theater performances, including A Soldier’s Play at The American Theatre, Ordinary Days at Generic Theater, 45 Seconds to Broadway at Little Theatre of Virginia Beach, and Harvey at Williamsburg Players, will run on various dates through Sunday. - ➤ Norfolk City Manager Patrick Roberts presented his proposed $2 billion budget on Tuesday, showing that while tax rates stay the same, rising property values have raised real estate bills and will change downtown parking by offering free first-hour garage parking alongside a 30 cent increase on meter rates. He said his plan repurposes the Inclusive Development Opportunity Reserve (an existing fund) to make $2 million immediately available for housing projects without creating a new fund. WHRO
