- ➤ Norfolk City Manager Patrick Roberts presented his proposed $2 billion budget on Tuesday, showing that while tax rates stay the same, rising property values have raised real estate bills and will change downtown parking by offering free first-hour garage parking alongside a 30 cent increase on meter rates. He said his plan repurposes the Inclusive Development Opportunity Reserve (an existing fund) to make $2 million immediately available for housing projects without creating a new fund. WHRO
