- ➤ Virginia Beach Police arrested 41-year-old Joseph Wills—a convicted sex offender from Chesapeake—Tuesday around 5 p.m. near the 2700 block of Reef Court after a report of alleged sexual abuse, with decoy group EDP Watch providing video evidence, and he faces two criminal sexual assault charges with a bond hearing at 8 a.m. today and a preliminary hearing at 8:30 a.m. Oct. 31. - ➤ Hampton Roads is short of youth mental health psychiatrists and young patients now face wait times from three months to a full year—officials say rising rates of depression and anxiety among high schoolers and fewer local specialists are to blame. Rural areas and places like Norfolk are hit hard because many trained professionals leave Virginia after finishing their education. WAVY
